The design phase starts with a storyboard. I always find that getting the content down on paper can help confirm that the content flows. In my personal experience, if I start to create the learning solution and apply visual design, a subject matter expert can become focused on the look instead of making sure it is accurate.

At this point your activities can be written and presented in the order the learner would encounter them.
